NALC has received the latest Form PS8190 from the Postal Service, dated August 2002, and added fill-in-the-blank features for use by NALC grievance handlers. The new form corrects the language in Item 17 so that it reads:
- UNION'S full, detailed statement of disputed facts and contentions (List and Attach All Supporting Documents)
This language now parallels the language of Item 18, which reads:
- MANAGEMENT'S full, detailed statement of disputed facts and contentions (List and Attach All Supporting Documents)
In July, NALC found that the language of these two items did not match. We notified USPS and corrected the error in our own version of the June 2002 Form 8190, posting the file on this page. With the receipt of the corrected USPS version, USPS and NALC versions now appear identical.
January 2003: NALC has also updated the joint Training Package for the new Article 15 dispute resolution process. The new version contains the latest Form 8190 and the entire Article 15 section of the 2003 Joint Contract Administration Manual (JCAM).
