Over 8,000 elected delegates and their families will assemble in Honolulu, Hawaii for the 64th Biennial NALC National Convention July 19-23 as the Postal Service and its employees are at a turning point in its history with Congress prepared to act on postal reform legislation.

NALC President William H. Young will preside over the convention and deliver the keynote address at the opening session on Monday, July 19.

Registration at the Hawaii Convention Center, which is located on the Ala Wai Canal at the edge of Waikiki, will be conducted in Kamehameha Hall III on the first level during the following periods:

Saturday, July 17 - 12 noon to 5 p.m.
Sunday, July 18 - 9 a.m. to 5 p.m.
Monday, July 19 - 8 a.m. to 10 a.m.

After 10 a.m. on Monday, July 19, registration will continue in the Headquarters Office in Room 306 on third floor of the Convention Center.

A variety of Hawaiian music, other entertainment, and food will greet delegates at a Welcoming Reception Sunday afternoon from 5 p.m. to 8 p.m. on the spacious rooftop of the convention center.

Delegates will discuss issues critical to the future of the U.S. Postal Service and its continuing role in delivering mail throughout the United States, including proposed postal reform legislation currently under consideration in the Congress, the role of the union in this fall's congressional elections, and proposed changes in the method of conducting route inspections and adjustments. They will also consider various resolutions and proposed amendments to the NALC Constitution.

Delegates will hear from a number of distinguished speakers, including: U.S. Reps. Neil Abercrombie (D-HI) and Danny Davis (D-IL); Arturo Rodriguez, president of the United Farm Workers union; Dale Holton, president of the National Rural Letter Carriers Association; Deborah Bourque, national president, Canadian Union of Postal Workers; Philip Bowyer, Deputy General Secretary, Union Network International; Michael J. Critelli, chairman and CEO, Pitney Bowes, Inc., and H. Robert Wientzen, president and CEO, Direct Marketing Association.

General sessions will be conducted daily from 10 a. m. to 3 p.m.

The delegates will devoted considerable time both before and after the general sessions to numerous workshops and seminars including those dealing with Contract Administration, City Delivery, Duties of Branch Secretary-Treasurers, the Intervention Process and By-Laws. There will also be sessions on Retiree Affairs, Mutual Benefit Association, the NALC Health Benefit Plan; Workers Compensation, the NALC Food Drive,"The ‘New' USPS: How Reform May Change the Service"; "NALC and the 2004 Elections"; "The Wal-Mart Economy: The Threat to Middle-Class Pay and Benefits" and others. Nomination and elections also will be conducted for seven positions as NALC Delegates to the AFL-CIO.

  Convention Shuttle Bus Schedule
   

The NALC will provide complimentary shuttle bus service throughout the 64th National Convention in Honolulu.

Shuttle buses will connect the convention hotels (with the exception of the Ala Moana) to the Hawaii Convention Center during delegate registration on Saturday and Sunday, the Welcoming Reception on Sunday, and before and after each business session and the morning and afternoon breakfasts and workshops. There will also be limited service along these routes during the hours when the Convention is in session.

NALC's shuttle bus service will provide buses with ADA-approved lifts capable of holding a maximum total weight of 500 pounds (which includes the delegate and whatever wheelchair or mechanized scooter he or she may be using). Requests for buses with lifts must be made by 5 p.m. of the day before service is needed by calling Susie Murray at (808) 955-1400. Be prepared to give complete dimensions and weight of your wheelchair or mechanized scooter/wheelchair should you have any doubt whether it is "standard."

Delegates and guests using the NALC shuttle system must show their delegate and guest badges upon boarding.

SATURDAY, JULY 17
Inbound to Convention Center:
11 a.m. to 4:20 p.m.
Buses start from each hotel and run every 40 minutes beginning at 11:00 a.m. (11 a.m., 11:40, 12:20 p.m., 1, 1:40, 2:20, 3, 3:40, 4:20). Last bus leaves each hotel at 4:20 p.m.

Outbound to hotels:
11:20 a.m. to 5:20 p.m.
Buses depart Hawaii Convention Center every 40 minutes beginning at 11:20 a.m. (11:20 a.m., 12 p.m., 12:40, 1:20, 2, 2:40, 3:20, 4, 4:40, 5:20). Last bus departs Hawaii Convention Center at 5:20 p.m.

SUNDAY, JULY 18
Inbound to Convention Center:
8:30 a.m. to 2:30 p.m.
Buses start from each hotel every 30 minutes beginning at 8:30 a.m.
2:30 p.m. to 6:30 p.m.
Buses start from each hotel every 15 minutes beginning at 2:30 p.m.

Outbound to hotels:
8:45 a.m. to 2:15 p.m.

Buses depart Hawaii Convention Center every 30 minutes beginning at 8:45 a.m.

Buses depart Hawaii Convention Center every 15 minutes beginning at 2:30 p.m.

10 a.m. to 2 p.m.
Buses depart from each hotel beginning at 10:00 a.m.

Outbound to hotels:
10:30 a.m. to 1:30 p.m.
Buses depart Hawaii Convention Center every hour on the half-hour beginning at 10:30 a.m.
3 p.m. to 5 p.m.
Buses will be available at the Hawaii Convention Center for continuous departure following the conclusion of all General Sessions and the conclusion of the afternoon Workshops on Monday through Thursday.

  Bring Signed Credentials
   

Delegates to the 64th Biennial Convention in Honolulu and any alternates replacing delegates are reminded that the credential cards previously sent to branch secretaries must be signed by both the branch president and branch secretary and presented at the Convention during registration.

  Catch the Aloha Spirit!
   

NALC's Welcoming Reception for Delegates will be a tropical island get-together Sunday at 5 p.m. on the third level of the Hawaii Convention Center.

Blasts from a conch shell will signal traditional Hawaiian dancers to lead delegates and guests to a South Pacific island paradise on the rooftop for light refreshments as tropical breezes, hula swirls and ukelele strums take delegates to the distinctive multi-cultural settings that make the Hawaiian islands famous.

  Moratorium During Convention Period
For Grievance/Arbitration Processing
   

A moratorium will be in effect from July 12 through August 13 during the NALC Convention period for the processing of grievances at Steps A and B and on arbitration hearings at the area and national level, under an agreement with the Postal Service.

USPS Manager for Labor Relations Policies and Programs Doug A. Tulino advised NALC of the Service's agreement in a June 24 letter to Executive Vice President Jim Williams.

"The time limits for the filing of informal Step A grievances and for appealing grievances to formal Step A, Step B, and arbitration, at both the area and national level, will be extended by thirty-three (33) days from July 12 through August 13," Tulino said.

  Attention: Branch officers !
  Only Three Weeks Remain to Obtain
Special Hotel Rate for LM-2 Briefing
   

The July 29 cutoff deadline is nearing for obtaining the special NALC hotel rate for the LM-2 briefing in late August. Secretary-Treasurer Jane E. Broendel said the lower-cost rate can not be assured after July 29 and urged interested branches to contact the hotel immediately.

The briefing for presidents and/or secretary-treasurers of branches affected by the Labor Department's new requirements for filing the LM-2 financial reporting form will be held on Sunday, August 29, from 8 a.m. to noon at the Capitol Hilton Hotel in Washington, DC. (See June 18 NALC Bulletin).

The Capitol Hilton has set aside rooms for Saturday night, August 28 at a special NALC rate of $109 single/double and $25 for each additional person. Call either 1-800-HILTONS or direct to the hotel 1-202-393-1000 and refer to the National Association of Letter Carriers.

  New NLRB Toll-free Telephone Numbers
   

The National Labor Relations Board (NLRB), which administers and enforces the National Labor Relations Act, has established a new toll-free number that individuals can call to speak with one of its regional offices or be referred to other government agencies for necessary services. The system is set up to assist English and Spanish-speaking callers.
