  New Business Agents Appointed;
Gentry, Weiner to Leave Dec. 31
  Carroll, Dowdy, Furru Elevated to National Offices;
Hurst Retires as RAA in San Francisco Region 1
   

NALC President William H. Young announced five appointments today resulting from the retirement or elevation of several long-time union activists that have been stalwarts for the NALC over the past decades.

All of the new appointments will take place effective January 3, 2005, following the retirements or position changes on December 31.

Young also announced that he is currently considering individuals for Regional Administrative Assistant in Regions 1 (San Francisco) and Region 13 (Washington, DC).

Young announced the retirements of Region 13 National Business Agent Richard G. Gentry, Region 7 National Business Agent Barry Weiner, and Joan Hurst, Regional Administrative Assistant in Region 1 (San Francisco).

"These three individuals have demonstrated a wealth of talent and expertise on behalf of letter carriers and all postal employees for many years," Young said. "Every carrier they have represented in grievances, arbitrations, negotiations and day-to-day activity has seen improved working conditions and better benefits because of their work."

A vacancy also occurred in Region 6 when NBA Jim Korolowicz was appointed Assistant-Secretary Treasurer. (NALC Bulletin 04-23).

Appointed as new National Business Agents were:

Edward L. (Ned) Furru, 58, of Br. 2, Milwaukee, Wisconsin, as NBA in Region 7 (Minneapolis). Furru, former president of Branch 2, has served as a full-time Regional Administrative Assistant for 10 years.
Patrick C. Carroll, 51, of South Macomb, Michigan, Br. 4374, as NBA in Region 6 (Kentucky-Indiana-Michigan). Carroll has been a full-time RAA in Region 6 for two years after serving as president of Br. 4374 for 12 years.
Timothy W. Dowdy, 47, of Br. 2819, Virginia Beach, Virginia, as NBA in Region 13 (Washington, DC). Dowdy is currently serving as a full-time RAA and is a former President of the Virginia State Association of Letter Carriers.

In addition, Young appointed Jeff Fultz, 45, of Branch 828, South-Central Indiana, as RAA in Region 6, and Richard Anderson, 39, of Branch 572, Janesville, Wisconsin, as an RAA in Region 7.

  1.3 Percent Wage Increase
Scheduled for November 27
   

Under terms of the 2001-2006 National Agreement, letter carriers will receive a 1.3 percent salary increase effective November 27. The amount of the increase will be based on the basic annual salary for the grade and step in effect as of November 16, 2001 – at the start of the contract.

It is the fourth regular salary increase under the contract, in addition to cost-of-living increases and a one-time lump sum payment at the start of the contract.

  Four-Week Penalty Overtime Exclusion
    Under terms of Article 8, Sections 4 and 5 of the NALC-USPS National Agreement, the December period during which penalty overtime regulations are not applicable will begin December 4, 2004 (Pay Period 26-04 - Week 2) and end December 31, 2004 (Pay Period 01-05 - Week 1).

  No Branch Rosters for Pay Period 27
   

The national union will not be sending branch secretary-treasurers branch rosters for Pay Period 27 of 2004 (December 11- 24), NALC Secretary-Treasurer Jane E. Broendel has announced.

Through an agreement with management and in keeping with past practice, no dues will be deducted for Pay Period 27, the "extra" pay period that will occur in 2004. As a result, the Postal Service will not be sending NALC headquarters a dues tape for this pay period.

Moreover, Broendel explained, no dues changes will be made between Pay Periods 26 and 27.

The first subsequent dues change – the 2005 increase of 58 cents per pay period – will be implemented in Pay Period 1 of 2005 (December 25, 2004 - January 7, 2005), and will be deducted beginning with the January 14 paycheck. This dues increase will be reflected in the branch reimbursement checks dated February 4, 2005.

  Mark Your Calendars!
  NALC Food Drive Set for May 14
    Plans are already underway for the 13th annual NALC National Food Drive. The drive – the largest one-day food collection effort in the nation – will again be conducted on its traditional date – the Second Saturday in May – which next year is Saturday, May 14, 2005.

Campbell Soup Company and Valpak Direct Marketing Systems have again signed on as major corporate supporters of the drive along with the U.S. Postal Service. In December, a letter will be sent to all NALC branches with a form to register as participants in the May 14 drive and receive support materials, including postcards and other vital materials.

  New Jersey Carrier Killed
When Tree Falls on Truck
    A 44-year-old member of New Jersey Merged Branch 38 was killed November 5 when a wind gust toppled a 40-foot maple tree onto his mail truck as he waited for traffic to clear at a stop sign on his route in Midland Park. He was pronounced dead at the scene.

Julio V. Cruz, a native of El Salvador and resident of West New York, NJ, was a six-year veteran of the Postal Service. He worked out of the Ridgewood Post Office in northern New Jersey and was described by Postal Service officials as "well-respected, an excellent employee."

NALC President William H. Young expressed the condolences of the entire NALC membership to the Cruz family.

"This tragic accident has taken away a devoted father and husband at a far too early age," Young said. "Both this union and the Postal Service have also lost a good member and dedicated letter carrier."

Cruz, who is survived by his widow, Maria, two sons and a daughter. He came to the United States from El Salvador in 1981, then worked as an auto mechanic before joining the Postal Service. He also was an avid fan of the El Salvador soccer team.

In an interview with the New Jersey Journal, Cruz's son, Victor, recalled how his father would stay up late at night writing ‘thank you' notes by hand to customers who gave him gifts at Christmas.

  Oakland Carrier Recovering from Shooting
    A member of Greater East Bay Branch 1111 is recovering from a leg wound after being shot November 10 in an holdup attempt while he was delivering mail near 57th and Genoa Streets in Oakland, California. Postal authorities immediately offered a $50,000 reward to find his assailants.

Harjit Surajbansi, 32, a four-year postal veteran, was taken to Highland Hospital in Oakland. He was operated on November 12 to repair a shattered bone in his right leg.

Police said three masked young men approached Surajbansi and demanded money and his cell phone, then beat him and shot him.

  No Approval of Benefits Questionnaire
    Some members may have received a two-page questionnaire in the mail recently seeking information on benefits received by federal and postal employees.

This questionnaire has not been authorized nor approved by the NALC. Members should feel no obligation whatsoever to answer it.

It is unclear at this time what organization or company is issuing the questionnaire and members should exercise caution in providing any such information to an unknown person or persons.
