Previously, the Republican National Convention’s Rule 40 was thought to mean that candidates must pass the eight state threshold to be eligible for the Republican nomination. Instead, top RNC strategists recently confirmed that delegates can still vote for candidates who have not won eight primary contests.
When a candidate has their name “put into nomination,” it simply means that candidates are given space in the convention hall and present nominating speeches. It does not, however, prevent candidates from amassing delegates and winning the nomination.
The new interpretation of Rule 40 is a major win for Kasich’s campaign; otherwise, it would have been impossible for him or any other outside candidates to win the nomination.
