FY 2018 Budget Proposals
Since 2011, postal and federal employees have been ripped off time and again—to the tune of more than $180 billion—in the name of deficit reduction. Without any additional benefit, we’ve seen a three-year pay freeze, reduced pay increases, unpaid furlough days and two increases in retirement contributions for new hires.
Working people give their all to this nation every day when they go to work, and we have been the first to contribute when the nation has faced severe economic challenges. With more than 30 percent of these dedicated public servants trading military service for civil service, it’s not right to force them to make additional sacrifices.
What’s at stake?
The White House’s FY 2018 budget proposal takes aim at letter carriers and other federal employees by:
- Raising pension contributions up to 6.45 percent of pay, costing active carriers up to $3,600 per year.
- Eliminating COLAs for current and future retirees under FERS.
- Reducing COLA for CSRS annuitants by 0.5 percent each year.
- Reducing CSRS and FERS pension benefits for new retirees by basing annuities on workers’ highest average pay over five years (high-5) instead of over three years (high-3).
- Eliminating the Social Security supplement that covers the gap for workers who retire under FERS before they qualify for Social Security benefits at age 62.
- Calling for $46 billion in vaguely defined USPS cuts and revenue changes—most likely through reducing the frequency of delivery (e.g., eliminating Saturday delivery) and scaling back door delivery.
We need Congress to demonstrate its support for letter carriers, federal employees, veterans, and all working people by rejecting this budget proposal.

- Tell them to oppose cuts to the pay or benefits of letter carriers, other postal employees and federal employees.
- Tell them to oppose a bill that attacks the vital services provided by the United States Postal Service.
- Tell them how these cuts would affect you personally.
- Explain how a “yes” vote would potentially harm you, your family members, your co-workers and USPS.
- Call your House representative and both of your state’s senators.
- Ask your adult family members, friends and neighbors to call, too.
